This is probably because the website in the plugin (kdeplasma-addons/wallpapers/potd/plugins/providers:noaaprovide.cpp) now redirects to https://www.nesdis.noaa.gov/imagery/collections/satellite-snapshots, and the latest blogpost includes a video instead of an image. Unfortunately, about half of the recent blogposts on the site include some sort of video or animation rather than a picture. So either this should be handled (eg. use the latest blogpost that has a picture) or the plugin is not really usable. Probably relevant: 425058 tho I don't think it is a duplicate, since the POTD plugins all have a slightly different backend.
