A Screencast That Demonstrates The Problem

SUMMARY

When the fingerprint authentication method description is visible in the User
KCM, the user is able to horizontally scroll the width of the form past the
LTR/RTL boundary-side of the form.

STEPS TO REPRODUCE

1. Connect a fingerprint sensor.

2. Set the language to `en_GB`.

3. Invoke `kcm_users` (in `kcmshell6` or `systemsettings`).

4. Scroll right.

OBSERVED RESULT

I am able to scroll past the boundary of the form, such that I see nothing.

EXPECTED RESULT

I should be unable to scroll horizontally when nothing is obscured.
