Reading the code, it looks like the menu item gets hidden for networks that
aren't actually detected. Which makes sense; you can't connect to a network
that isn't currently available!
However this isn't great UX, since it's not clear why it's missing. Let's see
if we can come up with something better. Maybe disable it and add a tooltip.
