I do not think this is being caused by the any of the face pipelines because of
what Roland said:

The only face pipeline that would be started is the Face Edit pipeline, that
one is much simpler than the other pipelines.  If CPU is 0% then none of the
other pipelines are running.  The other pipelines run usually consume 100% CPU
(with Low thread priority) until they finish, and then the pipeline exits
completely.

@Roland, the debug that @Gilles suggested will be very useful.
