This was decided against.

This already exists if the distro correctly sets up a user remote (i.e. adds
flathub).

The problem here is that if the system installation has a remote defined but
the user one has not then we can reasonably assume that the system installation
is the preferred installation (indeed as far as discover is concerned it's the
only functional one). If the distro set it up the other way around discover
would behave accordingly.
