Powerdevil sometimes crashes, and doesn't restart, leaving the laptop with no
power management.
This happens most often during resume from suspend. But I also have seen it
happen after GPU hangs.
I realize this is probably more a ddcutil bug, and am open to help coordinate
with upstream, but one thing that KDE could do is updating the systemd service
file to try restarting, because systemctl --user restart
plasma-powerdevil.service brings power management back.
