A Solus user with Plasma 6.3.5 complained about the same problem, and I found
this report

I'm not able to reproduce the reported  problem on Neon Testing (6.5 Dev), or
on Solus (6.3.5) using the settings in the attached screenshot. I'm in the
process of getting more information from the user, and I'll update this when I
have more information.

I did run into a situation with the system tray update notification showing a
confusing message on Neon Testing

After setting Update settings and restarting, some of the waiting application
updates were no longer shown, they had installed
After a few minutes, Discover closed and I saw a notification that Discover was
applying updates
There was also a crash notification for Discover, which I was unfortunately not
able to report due to a python error in the crash handler.

The Discover icon in the system tray showed there were updates available, and I
clicked it
The Updates page shows "Up to date", even though the update icon shows
"Security updates available" -  this appears to be because system updates
needed a restart to be installed. The system tray icon message is misleading in
this case, it should tell the user they need to restart the system.
