Cannot switch to other activites only the current one to be in focus

SUMMARY
I have 2 activities. On login I am on the "Default" one. No way to switch to
the 2nd one. I have tried using activity pager, activity switcher, walk through
activities shortcut. I feel like the switching logic is broken. 

I have deleted all activities and created them again but still unable to fix
this. When I delete the current activity, it switches me to the next active one
but still can't switch.

I even tried assigning a dedicated shortcut to switch to an activity and even
that doesn't work.

STEPS TO REPRODUCE
1. Have a at least 2 running activities
2. Try to switch activity using any of various UI or keyboard shortcuts

OBSERVED RESULT
Nothing happens, kwin stays on the current activity

EXPECTED RESULT
Kwin should switch to the other activity
