#070400 is *almost* completely black, so it's possibly you aren't noticing the
difference between #070400 and #000000.
Please paste the output of running `grep "Color="
~/.config/plasma-org.kde.plasma.desktop-appletsrc` in a terminal window. If it
says "Color=7,4,0", then it did in fact apply the color you requested, and if
the result doesn't look like how you expect, you should choose a different
color. :)
