Is this still an issue with Plasma 6.4? On my AMD system, it works as expected.
Note that we read `/sys/devices/system/cpu/cpuX/cpufreq/cpuinfo_cur_freq or
scaling_cur_freq for the frequency, not /proc/cpuinfo.
