When checking Titlebar on Canvas-only mode the behavior you are describing is
the expected one. Since we hide/unhide the tittle bar the Window manager on
MacOS enters and exits fullscreen and we have no control over it. If you need
that to hide and show panels in fullscreen, you do need to disable title bar
and enter fullscreen from the window menu or the green dot in the upper left
corner.
