The tags do appear in the digiKam tag view, but not as State->City->Street as you want. How should digiKam assign that? Geosetter would have to save it as a hierarchy. Unfortunately, Geosetter doesn't create IPTC location tags, which would make assignment possible. digiKam would have to "know" that, for example, France is a state, Paris a city, and so on.
