Panel flicker on animation
SUMMARY
When setting a panel to be floating and then triggering its float/dock
animation (by maximizing a window or other means), the blur effect applied to
it flickers during the animation.
STEPS TO REPRODUCE
1. Trigger panel float animation
OBSERVED RESULT
Blur flickers
EXPECTED RESULT
Not to flicker
