Removing that item in the wallet settings, restarting kwalletd and ksecretd solves this issue for me. I was not aware that I had this app in the deny list, and am 100% sure I did not add it in the last month. Weird that one version of KDE ignores this or added it automatically. Anyways, a message box saying "Your access has been blocked from your settings" would have been nice.
