brightness screen with minimum brightness applied

SUMMARY

When activating HDR on a display, I tried calibrating the HDR brightness but
regardless of where the slider is, I only see a white box, no logo.

STEPS TO REPRODUCE
1. activate HDR
2. chose "Calibrate HDR Brightness"
3. 

OBSERVED RESULT
The logo screen is white regardless of the brightness setting

EXPECTED RESULT
The brightness changes
