This is the expected behavior if you turned it off. I did! That's curious, perhaps this should be changed. To explain what I did, I disabled a lot of items in the system tray because the tray is too cluttered and that's apparently the only way to get Plasma to not make them show up again sometimes (and I don't want a clipboard history, beyond the current entry). Perhaps disabling a tray widget shouldn't disable the clipboard remaining persistent?
