In fact this has been true for years and years; it's not a new change.
If it's new to you, that would be the result of a distro-specific packaging
issue being fixed or introduced, or perhaps the use of a 3rd-party theme that
intentionally changed in appearance, broke, or fixed a bug causing this to not
work in the past.

Only with color schemes where the highlight color is the same or a similar
color to the "needs attention" color, which would be an issue with that theme.
