In 6.4, KWin automatically turns off one of the screens to allow you to log in:

For the actual failure to drive 4 screens, that'll be a driver bug. You can
maybe get some more information about why it rejects the output configuration
with https://invent.kde.org/plasma/kwin/-/wikis/Debugging/Debugging-DRM-issues
