Hi, welcome here, bug report well received, good for a first one!
You probably saved to a file format that doesn't support layers, and that also
has a compression feature to compress the file (in exchange of reducing the
quality). The JPEG or JPG format is known for that, and useful to share picture
online.
If you want to keep your quality and save layer, you need to save as KRA files.
Find while saving the "Files of Type: Krita document (*.kra *.krz) option."
