I actually use Alt as a modifier key (uploaded image to show what I mean). I don't know how many people change that setting. I guess moving a file would take a precedent over move window when user triggers the action while hovering over the file? But then user needs to be a bit more thoughtful to place the cursor between the files to move the window which could be annoying if you accidentally trigger move a file instead of move a window action.
