When the panel is set to "Always floating", it overlaps application windows,
making parts of them inaccessible.

STEPS TO REPRODUCE
1. Right-click on the panel → "Show panel Configuration"
2. Enable "Window go below" option for the panel
3. Open any window (e.g. Vivaldi, Telegram Desktop) and maximize it

OBSERVED RESULT
Window goes below the floating panel and gets partially covered when maximized.

EXPECTED RESULT
The panel should remain floating, and application windows should not force it
to become a full-width, non-floating panel when maximized.
