I am also experiencing this issue with the latest Plasma and Xpra on Wayland.
Steps to reproduce:
1) Install xpra on both server and client
2) Run "xpra start :100 --start-child=konsole" on server
3) Connect via the client
4) Try to open any of the menus and submenus on the remote Konsole
5) Notice how the menus disappear
xpra v6.3-r0
KDE Plasma Version: 6.3.4
KDE Frameworks Version: 6.13.0
Qt Version: 6.9.0
