I can reproduce this on Fedora KDE 42, Plasma 6.3.4.

Oddly, for me it's that the window whose title changed jumps to being the
*most* recently used, and thus is activated on simply pressing Alt+Tab. This
happens frequently when using a music player, or when something is finished
running in Konsole.

In my case, the window affected by the rule doesn't have to be involved - my
window rule that checks a title is to denote different Firefox windows with
pinned task manager icons, but I was able to reproduce the issue with Amarok as
the title-changing application while switching between Dolphin and Konsole.

For what it's worth, if any others are experiencing this issue in this way, I
might suggest this is a normal priority bug, rather than low. At least in my
case, it has led to things like unintentionally terminating a process in
Konsole (with a Ctrl+C meant for something selected in my actual most recently
used application), or pasting information into the wrong application (web page
title change led to pasting sensitive information into a text box on a site
instead of a local text file in KWrite). Technically user error on my part, but
it would be quite nice to be able to confidently move more quickly across
windows :-)
