I can't find how to open and edit the template, so have filled in text here:

SUMMARY
      Window Behaviour Alt Middle Click set to move but not raise, still raises
the window

STEPS TO REPRODUCE
1. Open  Window Behaviour - Window Actions - Inner Window, Titlebar and Frame
Action
2. Set Alt Midle Click to move window only ( not raise ), Click Apply
3. Midle click a lowered/window underneath another window to try and move it,
the lowered window is raised.

OBSERVED RESULT
window is raised.

EXPECTED RESULT
window can be Alt-middle click dragged without being raised above other
windows. ( as it used to in older Plasma )
