Open Window Behaviour - Window Actions - Inner Window, Titlebar and Frame Action 2. Set Alt Midle Click to move window only ( not raise ), Click Apply 3. Midle click a lowered/window underneath another window to try and move it, the lowered window is raised. OBSERVED RESULT window is raised. EXPECTED RESULT window can be Alt-middle click dragged without being raised above other windows.
