Circle showing overlay is not covering the whole thing
SUMMARY
Hover overlay for language on RTL languages is not correct, see image attached
STEPS TO REPRODUCE
1. Go to "System Settings"
2. Go to "Language & Time"
3. Option "Language" click on "Edit..."
4. Hover over the language to see the overlay
OBSERVED RESULT
Overlay is covering the whole thing.
EXPECTED RESULT
Overlay is not covering it.
