SUMMARY
When reorganizing favorite applications in the Application Launcher menu, the
application you are actively moving to a different position is launched when
you release focus.
STEPS TO REPRODUCE
1. Open application launcher widget from panel.
2. click and drag a favorite application to a different position and release
mouse button.
3. yes.
OBSERVED RESULT
Application opens.
EXPECTED RESULT
Application should not open when organizing favorites, they should only open
when you're clicking on them without a drag or move action.
