Surprisingly, it's hidden in the “Properties” dialog, which I assumed would be read-only. It would be nice if right-clicking a partition displayed a prominent “Format…” action, similarly to how it's done in GParted. STEPS TO REPRODUCE 1. Launch KPM from a USB stick's context menu in Dolphin. 2. Right-click the partition. OBSERVED RESULT No obvious way to format the partition, either to change the FS type or to empty the drive, in either the context menu or the toolbar. EXPECTED RESULT A “Format…” action is presented, as advertised by Dolphin.
