Thanks for your report!

The issue where you can zoom out (but not in) with the tablet dial is known and
will be fixed in the next released version of Krita.

In the mean time, you should be able to work around this by following these
steps:
1. Open Krita
2. From the menu bar, click "Settings", then click "Configure Krita"
3. On the left panel of the settings, click "Keyboard Shortcuts
4. On the right panel of the settings, navigate to the row for "Zoom In" (you
should find it within the "Menu" -> "View" group)
5. Double-click on either one of the "Shortcut" or "Alternate" shortcut spots
for "Zoom In"
6. A small popup should appear that lets you change the shortcut. Click the
button to set a custom shortcut within that popup. The spot you clicked should
now say "Input..."
7. Turn the tablet's scroll wheel in the "zoom in" direction.

The shortcuts are typically Ctrl++ for zoom in and Ctrl+- for zoom out, but you
can reverse them from the same settings page if you'd like.
