SUMMARY
Right now kiconthemes requires the icon theme to have FollowsColorScheme=true
which hicolor doesn't do of course. This makes providing recolorable icons as a
part of application impossible. There doesn't seem to be anything that would
interfere with icon themes unaware of recolorization so maybe just drop this
requirement?

STEPS TO REPRODUCE
1. Try to provide a recolorable icon as a part of application

OBSERVED RESULT
It's recolored

EXPECTED RESULT
It's not recolored since kiconthemes requires opt-in from icon theme
