I have the same problem on my laptop.

I think that it might be related to multi-monitor.

During working hours my laptop acts as a secondary screen while I do most of my
work on an external monitor. In this situation I don't recall seeing this
problem.

The problem typically arises after I disconnect the external monitor and MAYBE
it's also related to suspending the system after that (by closiing the lid).
Then when I open the lid again and don't reconnect the external monitor, the
problem happens.

Scaling is at 100% on both displays, always.
