The notifications that I see most often are Filezilla's "Transfer finished" and Thunderbird's one for when I got new mail. These don't have buttons but I don't think they're supposed to. One thing that I've always found frustrating is that clicking on them doesn't bring up the application that generated them, but I don't suppose that's related.
