[krita] [Bug 501064] The opacity of a brush changes depending the tool we select while holding Shift, setting it back to the original setting of the brush.

Maybe I am missunderstanding your report but the tools in the toolbar do not
take over the the opacity from each other. Selecting the paint tool and setting
the opacity for the brush is only valid for the paint tool but not for other
tools. Holding shift or not does not make a difference in this regard. I think
your request is a feature request, not a bug report.
