Is this not intentional? It definitely is, but I think the point is that it may
not be ideal.
If we reduce the time threshold, the result would be more notifications for
very fast file transfer operations.
If we eliminate it entirely, you'd get a notification for every single move or
copy, ever.
Neither seem to be ideal; I think this needs to stay as it is.
