STEPS TO REPRODUCE
1. Have a panel on the left side of the screen, which shows the issue a bit
more dramatically than a bottom panel does
2. Click on anything on the panel that opens a popup, but especially the System
Tray
OBSERVED RESULT
Blur effect looks, for lack of a batter way to describe it, sort of chunky and
crude while the popup is opening or closing. See attached screen recording.
EXPECTED RESULT
Blur effect looks great.
ADDITIONAL INFORMATION
Semi-recent regression; it's been doing this for a few weeks IIRC, but didn't
happen in Plasma 6.3.
