erroneous Tokyo time

Hi there,

to be perfectly honest, I'm not sure if this bug is related to the Plasma
desktop environment, Linux, GNU, or chrony, but since I couldn't find any
information about this on other plattforms, this is most likely the best spot.

General description:
When I use a time zone different from my local time, the clock shows the wrong
time.

My case:
My system time zone is Berlin, my additional time zone is Tokyo.

I guess, this is an issue with the time switch to summer time, since this
wasn't erroneous before today.
When I change the system time zone to Tokyo, the time is correct.

System: Lenovo Yoga 7 14ASP9 83HN
OS: openSUSE Tumbleweed
