SUMMARY

The "Clip Speed" Dialog box used to ( a few version ago)  limit the speed
slider to slowest allowable speed  for a clip. Now instead of stopping at the
slowest position, you get a "Minimum speed is " warning. In other words, it
lets you select an invalid speed which is ignored when you  hit OK to exit the 
"Clip Speed" Dialog box/

STEPS TO REPRODUCE
1. Put two clips on the timeline with a short space between them
2.  Right click on the first clip and select "change speed"
3.  In the  "Clip Speed" Dialog box, drag the slider all the way to the left.

OBSERVED RESULT
A "Minimum speed is ..."  error message appears. Click the OK button to exit
the  "Clip Speed" Dialog box produces no change to the clip under these
circumstances.

EXPECTED RESULT
The slider should (and used to) stop at the slowest allowable speed when
sliding left. Then if you Click the OK button to exit the  "Clip Speed" Dialog
box the clip will now exactly fill the available space that had existed between
the twp clips.
