Stroke Selection is implemented. The contour layer effect is accomplished by
selecting the components to outline with a stroke. To implement an outer
outline, the user overlays a copy of the selection.

The implementation as a layer style would be to select opaque pixels within a
layer to outline with a stroke. A threshold of opacity could be configured. The
user then selects between "stroke shape," "stoke selection," or a hypothetical,
I argue redundant, "stoke layer." The option to select opaque pixels is
defined, but needs to be intersected onto a refined selection. The general
selection includes edge cases as boundaries to outline.
