Is this inconsistency or just feature ?
STEPS TO REPRODUCE
1. Go to unknown persons view
2. Select something and start typing - when nothing match, there is only one
option. Create new tag https://share.schonmann.eu/9ft6ju.png
3. But when doubleclick face and start typing on face region, you have 2
options. Create tag or create tag in people
