I have the same issue with my environment.
I installed kdiff3-1.12.1-windows-x86_64-sideload.appx, and it is working fine,
but I prefer winget to install kdiff3, also obviously non-sideloaded
kdiff3-1.12.1-windows-x86_64.exe is smaller.
