In picture 1, everything is going as normal. I can select certain portions of the picture and transform them. Picture 2: you can see I have selected a small portion of the picture. This is on a new layer, zoomed in more. Picture 3: there appears to be a random line in the top left corner of the selection box that I did not include. I erased it later. Picture 4: while it's not visible, I only used the free select tool around the head, yet the transform tool selected the entire layer. Picture 5: I used the free select tool around my writing only, and for some reason it worked in selecting only what I chose. Picture 6: everything snapped back to normal, and I could select certain portions again. I saved and reopened the program. There doesn't seem to be a set time when this happens, it just happens at random. I hope these screenshots were able to help.
