This is the key part. Why is it failing to load? Ideally it never would. Let's
dig into that before we add manual workarounds that would clutter the UI and
allow people to DDOS the weather providers and provoke them to cut off our
access.
I suspect you're hitting Bug 409393, which is known and should eventually get
fixed.
