On the theoretical terms you are right but we have a mixed behavior due to
progressive changes in the app.
Before the introduction of the 3 point editing the reference was the higlighted
track only. While normally the reference is on the active tracks. This second
behavior helps to highligh symoultaneously more tracks instead of one at time
only. But now we have some operation that work with one approach (eg where to
copy a clip) and other that follow the enabled tracks system (eg jump to a
cut).
We should consider a discussion about this.
