STEPS TO REPRODUCE
1. assign the keyboard shortcut [meta]+[^] to "keep windows above others"
2. logout and login again or reboot
OBSERVED RESULT
assigned shortcut is forgotten
EXPECTED RESULT
assigned shortcut should be remembered
