Thanks for the additional detail. Using the Scratchy theme, I can reproduce the
blurry window decorations on a second screen with 175% scaling on git-master
Looking at the source code for the theme, it's been updated for plasma 6, and
is using .svg icons for the window controls

I see the same problem with the theme "Layan"

You're correct. That was reported in bug 490353.
