If you change the brightness in Plasma, does the monitor brightness change as well? (with HDR and without are different, please test both) Please turn HDR off, set brightness to 100% on the monitor and in Plasma, then run > killall org_kde_powerdevil; WAYLAND_DEBUG=1 /usr/libexec/org_kde_powerdevil > 2>1 | grep brightness and enable HDR, and then paste the output of that command here.
