Since switching 570.124, I tried to work around the issue, but also noted other problems. I restored my system from backup which took me back to Nvidia driver 550.144. I then reapplied all updates except for the nvidia driver. The desktop has reverted to behaving well. So the 570 driver, or the way it is being used seems to be the cause of the problems I was seeing.
