This looks like the same issue as bug 482720, which was marked a duplicate of
bug 479891
That was supposed to be fixed in Frameworks 6.9, and I see your system has
Frameworks 6.11.0
It also looks similar to bug 500683, but in that case only the first row of
icons has blurry text.
I can reproduce fuzzy icon text on
Plasma 6.3.2, FW 6.11.0 - 1440p display 125% - external monitor attached to
laptop in 3 screen configuration
git-master FW 6.12.0 - 1920 x 1080 display 110% - single screen
