This looks similar to what I've seen, but I think I noticed the opposite thing.
Like Plasma / Qt respecting the layout more the physical keyboard.
I have a physical English (US / International) keyboard on my laptop and with
the English layout, everything works perfect.
With the Romanian one pretty much too, except for Kodi that uses the \ to
toggle itself between the full screen and windowed mode.
For Italian it's pretty bad as CTRL + + or - doesn't work at all so zoom in /
out is not working in multiple programs, including Firefox.
I detailed the problem here:
https://bugs.kde.org/show_bug.cgi?id=500750
Inside there's also the link to the original bug report that I made last year
when I first discovered the problem.
