Not having hover activation is the new default setting. This is the result of a
full design decision process (only the second one we've ever had, I think) that
took place in https://invent.kde.org/teams/vdg/issues/-/issues/78 and was
implemented in
https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/2658
As such, I would not expect this to change without another such process, and
that would require significant new information rather than an individual user's
preference.
