I'd been having the same issue, but since upgrading recently (somewhere between
KDE Plasma 6.3.0 and 6.3.2) this behaviour has changed, and now touchscreen
gestures don't work at all when in fullscreen. It's at least more consistent
than before, but I think it would be best if they did work in fullscreen (or at
least if there was an option to configure this). Without it, it can be very
hard to exit fullscreen and perform actions such as changing volume, screen
brightness etc, in some application which aren't really designed for touch
inputs.
If you're able to upgrade to the 6.3 branch, could you check if this is also
the new behaviour for you lokman.almshd...@gmail.com?
